On December 29, 2025, the Equipment Industry Development Center of the Ministry of Industry and Information Technology (MIIT) issued the Notice on Adjustments to the Implementation of <Announcement> Standards and Relevant Requirements for Product Access, involving major adjustments to the access vehicle model names in the Announcement for special vehicles and trailers, which officially came into force on January 1, 2026. This adjustment has a direct impact on the announcement declaration and product access management of special vehicle refitting 3. manufacturers. The core points are summarized as follows:

一、新国标正式施行，车型名称体系全面更新

I. New National Standard Officially Implemented, Comprehensive Update of Vehicle Model Naming System

此次调整的核心依据是GB/T 17350-2024《专用汽车和专用挂车分类、名称及型号编制方法》，该标准已于2024年12月31日正式发布，并于2026年1月1日起实施，替代原GB/T 17350-2009版标准。新标准对专用汽车和专用挂车的分类体系、名称规范及型号编制方法进行了系统性修订，旨在统一行业命名规则，提升准入管理的规范性和可操作性。

The core basis for this adjustment is GB/T 17350-2024 Classification, Nomenclature and Type Coding of Special Purpose Vehicles and Special Purpose Trailers. Released on December 31, 2024, this standard replaced the old GB/T 17350-2009 and took effect on January 1, 2026. It systematically revises the classification system, naming specifications and type coding methods for special purpose vehicles and trailers, aiming to unify industry naming rules and improve the standardization and operability of access management.

按照该标准要求，结合GB/T 3730.1-2022《汽车、挂车及汽车列车的术语和定义 第1部分：类型》和《道路机动车辆产品准入审查要求》等有关规定，工信部装备中心对《公告》产品准入车型名称进行了全面调整。

In accordance with this standard, combined with GB/T 3730.1-2022 Terms and Definitions for Motor Vehicles, Trailers and Vehicle Combinations — Part 1: Types and the Review Requirements for Road Motor Vehicle Product Access, the MIIT Equipment Center has fully adjusted the vehicle model names for Announcement product access.

二、申报规则切换：新车型须按新名称申报

II. Switch of Declaration Rules: New Models Must Be Declared Under New Names

根据通知要求，车型名称调整完成后，新申请《公告》（自第404批起）产品准入的车型，应按照调整后的名称及相关标准的名称定义进行申报。

According to the notice, upon completion of vehicle model name adjustments, new models applying for Announcement product access (starting from Batch 404) shall be declared in accordance with the adjusted names and the name definitions specified in relevant standards.

对专用车改装厂而言，这意味着此前沿用多年的车型名称体系将不再适用。新产品在申报公告时，须严格按照新标准规定的分类与命名规则确定车型名称，避免因名称不符导致申报材料被退回或审核周期延长。

For special vehicle refitting manufacturers, this means the long-standing vehicle model naming system will no longer apply. When declaring new products in the Announcement, vehicle model names must be determined in strict accordance with the classification and naming rules stipulated in the new standard to avoid rejection of declaration materials or prolonged review cycles due to non-compliant names.

三、多项标准同步实施，产品准入要求趋严

III. Multiple Standards Implemented Simultaneously, Stricter Product Access Requirements

除车型名称调整外，该通知还明确了多项技术标准的实施时间节点。其中与专用车改装行业关联度较高的包括：GB 20182-2024《商用车驾驶室外部凸出物》（新申请车型自2026年1月1日起执行）、GB 17675-2025《汽车转向系 基本要求》（分阶段实施）、GB 21668-2025《危险货物运输车辆安全技术条件》（2026年7月1日起执行）等。此外，通知新增了《汽车整车信息安全技术要求》（GB 44495-2024）和《汽车软件升级通用技术要求》（GB 44496-2024）两项强制性检验项目。改装厂在进行上装开发时，需关注上述标准对上装结构、电气系统及整车安全性的潜在影响。

In addition to vehicle model name adjustments, the notice clarifies the implementation schedules of multiple technical standards. Those highly relevant to the special vehicle refitting industry include:

• GB 20182-2024 External Protrusions of Cab for Commercial Vehicles (implemented for newly applied models as of January 1, 2026)

• GB 17675-2025 Steering System of Motor Vehicles — Basic Requirements (phased implementation)

• GB 21668-2025 Safety Technical Specifications for Vehicles Transporting Dangerous Goods (implemented on July 1, 2026)

Furthermore, two mandatory inspection items are newly added:

• GB 44495-2024 Cybersecurity Technical Requirements for Motor Vehicles

• GB 44496-2024 General Technical Requirements for Automotive Software Upgrade

During superstructure development, refitting manufacturers must pay attention to the potential impacts of the above standards on superstructure design, electrical systems and overall vehicle safety.

四、结合此次调整，专用车改装厂应重点做好以下工作：

一，全面梳理现有公告产品，对照新标准核查车型名称与分类是否合规，及时完成已获型式批准车型的名称过渡工作。

1. Fully sort out existing Announcement products, verify the compliance of vehicle model names and classifications against the new standard, and promptly complete the name transition for models already granted type approval.

二，新产品开发阶段即应与底盘供应商及检测机构充分沟通，按照新标准确定车型名称、型号编码及技术参数，确保公告申报材料一次性通过。

2. In the new product development stage, fully communicate with chassis suppliers and testing institutions to determine vehicle model names, type codes and technical parameters in line with the new standard, ensuring one-time approval of Announcement declaration materials.

三，关注商用车驾驶室外部凸出物、转向系统及信息安全等相关新标准的实施进度，在上装设计环节提前做好技术储备与合规适配。

3. Track the implementation progress of new standards concerning external cab protrusions, steering systems and automotive cybersecurity, and conduct technical preparation and compliance adaptation in advance during the superstructure design phase.
