2026 年开年以来,多部委密集出台新能源专用车相关政策与标准,对专用车改装行业形成直接传导效应。核心动态梳理如下:

Since the start of 2026, multiple ministries and commissions have intensively issued policies and standards related to new energy special-purpose vehicles,exerting a direct impact on the special-purpose vehicle refitting industry. The core developments are summarized as follows:


一、购置税优惠延续,轻量化上装成为合规刚需

I. Extended Purchase Tax Incentives, Lightweight Upper Body Becomes a Compliance Imperative


新能源汽车车辆购置税减免政策延续实施至2027 年底,继续利好终端市场需求。与此同时,财政部、税务总局、工业和信息化部相关管理要求同步收紧,整车能耗、整备质量等技术指标门槛进一步提高。改装企业需在上装环节强化轻量化设计,并匹配低功耗作业装置,才能协助整车满足税收优惠相关技术条件。

The vehicle purchase tax exemption and reduction policy for new energy vehicles has been extended to the end of 2027, supporting end-market demand. In the meantime, regulatory requirements issued jointly by the Ministry of Finance, the State Taxation Administration, and the Ministry of Industry and Information Technology (MIIT) have been tightened, raising thresholds for technical indicators such as vehicle energy consumption and curb weight. Refitting enterprises must strengthen lightweight design in the upper body and match it with low-power operating equipment to help complete vehicles meet the technical conditions for tax incentives.


二、换电标准加快推进,上装设计需提前预留接口

II. Accelerated Progress in Battery Swapping Standards, Interface Reservation Required in Upper Body Design


工业和信息化部已组织开展《纯电动商用车换电通用平台》等相关标准的研究与征求意见工作,车电分离、换电模式正成为新能源重卡、自卸车等车型的重要技术路线。换电底盘需在车架区域布置换电机构及相关装置,改装厂应在整车总布置阶段与底盘企业协同设计,为换电机构运动包络、检修空间提前预留,避免上装结构与换电功能发生干涉。

The MIIT has organized research and public comment on standards including the General Platform for Battery Swapping of Pure Electric Commercial Vehicles. The vehicle-battery separation and battery-swapping model is emerging as a major technical route for new energy heavy-duty trucks, dump trucks, and other vehicles. Battery-swapping chassis require installation of swapping mechanisms and related components in the frame area. Refitting manufacturers shall carry out collaborative design with chassis suppliers during the vehicle packaging and layout phase, reserving space for the motion envelope and maintenance access of battery-swapping mechanisms in advance to avoid interference between the upper body structure and battery-swapping functions.


三、竞争转向场景化深耕,定制化改装价值持续提升

行业发展显示,新能源专用车已进入场景驱动、精细化运营阶段。标准化上装利润空间逐步收窄,面向市政环卫、工程作业、冷链物流等细分场景的深度定制化改装附加值显著提升。具备场景化正向开发能力的改装企业,正加速向上装系统集成服务商转型。

Industry trends show that new energy special-purpose vehicles have entered a stage of scenario-driven and refined operation. Profit margins for standardized upper bodies are gradually narrowing, while the added value of highly customized refitting for segmented scenarios such as municipal sanitation, engineering operations, and cold-chain logistics has increased significantly. Refitting enterprises capable of scenario-based forward development are accelerating their transformation into upper body system integrators and service providers.


四、出口监管持续规范,改装一致性核查要求升级

IV. Strengthened Export Supervision, Upgraded Inspection of Refitting Consistency


近年来,商务部、工业和信息化部、海关总署等部门持续加强机动车出口管理,对专用车产品一致性、改装真实性的监管力度不断加大。涉及出口业务的改装企业,须严格按照工信部《道路机动车辆生产企业及产品公告》准入要求,对车辆 VIN、外形尺寸、上装参数等开展全项合规核查,确保实车与公告参数一致。

In recent years, the Ministry of Commerce, MIIT, the General Administration of Customs, and other authorities have continuously strengthened the export regulation of motor vehicles, with stricter supervision over product consistency and refitting authenticity of special-purpose vehicles. Refitting enterprises engaged in export business shall conduct a full set of compliance inspections on vehicle VIN codes, external dimensions, upper body parameters, and other items in strict accordance with the access requirements of the MIIT Announcement, to ensure that physical vehicles are consistent with the announced parameters.
